This workshop is designed to give owners, site managers, attorneys, regulators, and environmental scientists and engineers a practical, in-depth understanding of the complexities that PFAS introduce to environmental sites, and strategies to manage them in an ever-evolving regulatory environment. A dynamic panel will provide discussions on the following topics:

• Regulatory Update: The latest on how PFAS regulations are evolving federally, in California, and in other states.
• Health Effects Update: Summary of the latest literature on human health impacts from PFAS, and how this is interpreted and portrayed by the media.
• Vapor Intrusion: Discussion of the latest PFAS updates related to vapor intrusion, including fate and transport, indoor air PFAS sources, current occupational air standards and risk-based air standards, and PFAS inhalation toxicity updates.
• PFAS Destruction: Review of the recent EPA study, PFAS Destruction by a Hazardous Waste Incinerator: Testing Results, with a focus on laboratory analytical assessment methods and results.

Workshop 03: Remediation of Chlorinated and Recalcitrant Compounds: Injection and Extraction Methods, Applications and Enhancements (1p-5p)

This four-hour remediation workshop is intended for project managers, consultants, geologists, hydrogeologists, engineers, industry, agency, and government representatives who perform or evaluate different clean up techniques. Attendees will gain an understanding of how to select the proper remedy for the sites involving chlorinated and/or petroleum hydrocarbons, metals, recalcitrant compounds such as PFAS, 1,4 Dioxane, understanding of how remediation system works and how to choose in-situ (injection, biodegradation) or ex-situ (excavation or media extraction) remediation systems and how these systems work in subsurface and how to optimize for maximum efficiency. Participants will be able to make intelligent decisions in selecting implementing remediation alternatives for various subsurface condition and chemical releases.

The workshop will cover the following:

Introduction and Site Conceptual Model Development, efficient collection and analysis of assessment and remediation data, 3D Visualization of assessment and remediation data, and how 3D visualizations can be used to optimize remedial design. 

Extraction Methods: history of vacuum driven extraction methods, SVE/TPE/MPE Applications – How to use pore-volume based ROI calculations. How to decide when the system has reached its limit and consider shutting down, confirmation sampling.

In-situ Injection Methods, ISCO, EISB, ZVI injection, calculating the in-situ mass of contaminants, estimating dosages, implementing advanced site characterization tools and 3D statistical modeling to optimize remediation design, and pre/during/post injection monitoring. Additionally, several case studies will be reviewed to discuss which types of remediation amendments worked, what did not, and why.

Workshop 04: Addressing Vapor Intrusion in the Natural Environment Before Entry to the Human Built Environment (8a-5p)

Vapor intrusion (VI) remains a critical pathway of exposure in contaminated sites, yet current assessment and mitigation practices often rely on static assumptions that fail to capture real-world dynamic variability. This workshop will provide an in-depth exploration of evolving strategies for VI characterization, risk management, and regulatory alignment including the concept of addressing vapor contamination in the natural environment prior to it entering the even more complex and variable human-Built Environment.

We will begin by addressing the integration of subslab and external soil gas data into recent sampling analyses including an exploration of the predictive accuracy and how these datasets can inform sampling strategies at both building and neighborhood scales, supporting decisions that balance cost, accuracy, and public health protection.

The workshop will also examine emerging topics such as PFAS vapor intrusion, conceptual site modeling, and insights from the forthcoming ITRC VI guidance update that is scheduled to be released before the workshop. While some state guidance is more directive, the current federal and multistate guidance documents allow a variety of approaches. 

A simulation tool has now been developed to examine the economic and environmental protection tradeoffs between various approaches to managing vapor intrusion sites. The tool simulates 20 years of decision making and data collection in approximately one hour. Results are displayed in terms of dollars spent on particular activities, number of structures and persons protected from vapor intrusion and cost per person protected. Through interactive discussion and case studies, participants will gain actionable insights for advancing VI science and practice.

Workshop 05: State-of-the-Art Approach for Brownfield Revitalization–Reliable Cost-Effective Methods for Vapor Intrusion Investigations (6:30p-8:30p)

The screening, investigation, remediation and closure to address the vapor intrusion (VI) pathway at sites impacted with chlorinated solvents presents a significant challenge to Brownfield redevelopment and specifically to affordable housing in disadvantaged communities. Most regulatory agencies use “one size fits all” default attenuation factor (AF) to develop screening levels, to derive cleanup goals and make decisions regarding remediation and/or mitigation needs for the site.  This approach may increase investigation requirements and lead to unnecessary remediation, mitigation, and/or long-term site management.  Use of default AFs results in unnecessary costs and delays and the added cost is passed on to the disadvantaged communities who can ill-afford to sustain this added financial burden.

One opportunity to help improve VI screening and help focus resources on sites posing greatest risk is the use of scenario-specific AFs based on the recent National AF study.  The scenario-scenario-specific AFs can be applied to the broad range of conditions typically encountered at VI sites and can aid in focusing the investigation and risk-based decision making for Brownfield sites.  Descriptive statistics, analysis of variance (ANOVA), and sensitivity analysis of key variables are used to derive scenario-specific AFs, which can be applied to underpin more scientifically defensible risk-based screening levels and inform regulatory vapor intrusion screening guidance. Depending on site conditions, the scenario-specific 95th percentile AFs are up to an order of magnitude lower than the USEPA default AF of 0.03 and are supported by reliability analyses, recent empirical studies, and an analysis of radon data. We will also discuss how the application of vapor intrusion modeling as a supplemental line of evidence may be used to improve the reliability of site investigation and enable timely and cost-effective closure and redevelopment of Brownfields.
